Well no, I think it just means that mobius has expanded into a whole world, separate from the real world. As for Rouge's designs, I'm not sure. She doesn't seem the type for world conquest, but what she plans do to with her squad and if she plans to add more persons to it is up in the air.

On a side note, what should we call each of the altering characters once they're finished changing?
