[Warning: Don't hold my suggestions to the absolute "T", because it might end up meaning something completely different than what I had originally meant for it, due to bad wording.]

1) Muriel, with possible aid from Agent Hawkins and/or Robert, come to figured what happen.
2) Possible reaction from Muriel: Anger (weak and not too harsh), then probably become forgiving and understanding. I don't see her getting too anger, considering his actions is somewhat similar to her own moral concerns (like her worry about letting Jenny and other children fights for example), and might end up being a bit more supportive to the couple than normal.
3) If Robert was there: He may actually useful in helping Billy/Lilly, giving Lilly an example that she might not be as bad off as she think, by using her own experiences. Lilly could see a little of herself in Robert, due to their past problems.
4) If Agent Hawkins did come:
> A) Where had he been? It had been a while since we heard from him, so a little reference to what he have been up would be nice (just to cool the curiosity).
> B) I can see him looking at Mr. Gordon's experiment using Jenny's hair as a possible beneficial research (and probably helpful defensive tools against the Enemy, and other similar forces, for normal civilians/police force/other non-magical groups), so he might see to funding him (and helping the Gordon out as well) to do a few special requests for him and the Government.
5) Other than a little scolding from both Muriel and Mrs. Gordon (perhaps a little more from Mrs. Gordon, since he was a bit irresponsible with the family's money), I don't really see any of them holding a grudge for his actions and would forgive him, especially considering that it was only done to help those that need it and it wasn't really his fault with the whole Minus Four deal.
